Urgent! Budget Proposal Vote Nears – Your Voice Counts!

Dear Liberty-Benton Community,

A provision in the Biennial Budget, now passed by the House—framed as “property tax relief”—would force school districts to return voter-approved reserves above 30% of operating expenses. For Liberty-Benton and all school districts, this would have serious financial consequences.  Based on the current bill, LB will lose $2.2 million in revenue in Fiscal Year 26, $1.2 million Fiscal Year 27, and a total of $5.7 million over the next 4 years. 

Thank you to the many community members who have already reached out to legislators—your advocacy is making a difference. As we await a vote in the Ohio Senate, we encourage everyone to contact Senator Rob McColley (President of the Senate) and Governor Mike DeWine to oppose the harmful budget proposal that will negatively impact Liberty-Benton and every school district in the state of Ohio for years to come.  The Ohio House of Representatives has already voted in favor of this bill. 

What’s at Risk:
?    Usurps your Constitutional right to local control by overriding community-approved levies-negating your vote!
?    Caps reserves at 30%, forcing districts to return funds that were planned and saved responsibly, and necessary to operate our schools.
?    Destabilizes school funding, making it harder to manage inflation, economic downturns, or unexpected expenses.
?    Forces more frequent ballot issues, potentially increasing the tax burden on residents over time.
?    Jeopardizes credit and bond ratings, leading to higher costs when certifying bonds to borrow for future projects.  
?    Creates confusion and tax bill volatility, with sharp shifts year to year based on reserve levels making it difficult for residents to budget.  

Academically, LB is among the top 15% of all 607 districts in Ohio, all while operating at one of the LOWEST costs per pupil in the state to educate.  At Liberty-Benton, we’ve followed long-standing state guidance to build a responsible reserve, while avoiding frequent tax increases.   Because schools only receive property tax collections twice a year, healthy cash reserves are a necessity to operate our schools. This proposal threatens that stability.

Subject: Oppose Budget Provision That Caps School District Reserves and fully fund our schools.

Dear (Insert President McColley or Governor DeWine):

As a resident of the Liberty-Benton Local School District, I am writing to express my concern regarding the proposed budget provision that mandates school districts to return reserves exceeding 30% and negates the benefits of the 20 mill floor.

Our district has diligently built these reserves to ensure financial stability, manage unforeseen expenses, and uphold the quality of education our students deserve.  This proposal not only usurps our Constitutional right to local control, but also jeopardizes the fiscal health of our schools.

I urge you to oppose this provision and advocate for policies that respect the decisions of local communities and support the long-term sustainability of our schools.

•    Do not decrease the state’s share of our funding in the next Ohio Biennium Budget. 
•    Use current data to determine the actual cost to educate, not data from 2022. 
•    Increase the minimum state share of the base cost from 10% to 20%. 
•    Fully fund the Fair School Funding Plan with the changes above. 
•    Remove the provision restricting school cash balances to 30% or 90 days.

Preschool Openings for the 2024-2025 School Year:  Liberty Benton is partnering with the Hancock County ESC to open an additional morning preschool room for Liberty Benton students at the ESC school on Sandusky Street in Findlay.  They are currently enrolling children who will be 4 years-old by August 1st.  Liberty Benton will provide transportation to and from preschool to this school location.  Please contact the Hancock County ESC Preschool Director, Donna Losiewicz, at 419-422-7525 ext. 208 to find out more information.

Marching Toward Spring

As we approach the end of March and look forward to warmer spring weather, we have much to celebrate!    

Our Boys basketball team had another successful season as BVC Champs, and advanced to the district semi-finals.  Our Girls basketball team also clinched a BVC title, and advanced to the regional semi-finals. Our boys bowling team were sectional champions, and our girls bowlers were NOBL and sectional champions.  Our boys wrestling team also won a BVC championship.   

February 28-March 2, over 60 students participated in another wonderful high school musical, “All Shook Up”.  Set in the 1950’s, the show was a hit, and featured the music of Elvis Presley.   Audiences were treated to outstanding acting, singing, and choreography.  

March 7-8 our high school advanced choir qualified for state competition and our band scored a rating of Excellent at the District Adjudicated Contest.  

March 7-9, Liberty-Benton had two wrestlers qualify for the state wrestling tournament, Will Pask, and Evie Parmelee.  Will went one and two and had a strong showing.   Evie placed sixth.  Congratulations to both!

On March 18, parents were treated to an outstanding display of vocal music performances from our middle and high school students at our Music In Our Schools Month (MIOSM) concert.   This concert showcases the hard work of our students, while displaying the growth and development from students in grade 5-12.  

On March 22, 2010 LB graduate Aaron Craft was honored by the Ohio High School Athletic Association Circle of Champions award.  The award is given in recognition to athletes that not only had outstanding achievements at the high school level, but also in their collegiate careers as well as exhibiting outstanding character and serving as role models.  Both Aaron and his sister Caitlyn (class of 2012) were Ohio State Buckeye basketball greats, and will be honored on April 5 as inductees to the Hancock County Hall of Fame.  Congratulations Aaron and Caitlyn!

Also on March 22, we held a dedication ceremony for our newly renovated softball field. We are thankful and grateful for the support of the many individuals and businesses that donated time, resources, and money to make the renovations possible so that our field would be game ready this spring.  

Finally, on March 29 we are hosting an open house to view our new Transportation and Maintenance facility from 9 a.m. – 1 p.m.   

After enduring the rigors of old man winter, warmer weather is on the horizon, and with that, is the promise of what can be achieved in our final quarter of school.

A Message from the Treasurer
Currently, our state legislators are preparing a state budget that will determine whether to fairly fund Ohio schools by completing implementation of the Fair School Funding Plan.
 
The Ohio House and Senate took a giant step forward for students and schools by enacting the Fair School Funding Plan in 2021.  Phased in over six years, the plan will be fully implemented by fiscal year 2027. The Fair School Funding Plan was developed by school district leaders and expert practitioners. It translates real student needs into concrete resources by accounting for essential education components like appropriate class sizes, student support services, and educational technology. The formula treats all taxpayers fairly based on their community’s ability to raise local funds.
 
The implementation of the Fair School Funding Plan formula represents a move toward the equitable and adequate funding of Ohio’s schools. However, for the plan to be effective and constitutional, there is still work to be done. For the formula to work and provide an equitable and adequate education for Ohio’s children, full implementation must be included in the budget and current base cost inputs from fiscal year 2022 must be updated to provide the funding necessary in an environment of high inflation 
The Governor’s budget, which is now being considered in the House of Representatives, includes the phase-in of years 5 and 6. However, the Governor’s budget does not include an update to base costs, which means that districts would lose money because the funding formula would not account for inflationary increases in base costs.   

Based on current simulations from the Governor’s budget proposal, Liberty-Benton is projected to lose  $212,943 in state funding for the 2025-2026 school year and $237,680 for the 2026-2027 school year..   

It is often said that what we value, we are willing to fund. As our legislators begin discussions of priorities for the biennium budget, we urge you to personally speak to our State Representatives about the importance and urgency of investing in Ohio's children.
